## Interpretive notice

- This site is **doctrinal**, **normative**, and intentionally **non-operational**.
- It is the **canonical extracted public surface** of a broader multisite ecosystem.
- Public doctrine constrains what may be claimed publicly. It does **not** disclose private execution, calibrated thresholds, private datasets, or implementation tooling.
- When support is insufficient, the correct behavior is clarification, abstention, or legitimate non-response.
- Metrics and ledgers are **descriptive**. They do not grant authorization by themselves.
